t's the same error I got.
I installed version of Java 7 update 51, have this error.
I reinstalled with version 6 and he's letting me start the Java applet even if it's not signed.
This way it works but it's not a security best practice because will open doors to potential malicious software.
I wrote to the support yesterday to understand what to do, I do not want to proceed with this setting.
We are in an evaluation phase of this software and others as well (Koha, Evergreen).
1. Kindly check if the OPAC is running
2. Check the LAN connectivity between server and client
3. If you are running NGL Librarian interface on the same system,
then please check if you have keyed-in the Server Ip (localhost)
correctly when you are prompted to enter Server Ip and Port
